This is after-market receiver cover w/ picatinny rail for AK-47 and Red Dot / laser combination.
Hooded Red Dot and laser have separate adjustments and has factory quick detach mount, which locking lever is what you see in picture.
I purchased these items and when put on my rifle and didn't like them. The only marks are from mounting. They never left the house.
